Explanation

This is a special meeting to discuss the allocation of the American Rescue Plan Act (ARPA) funding. The Commission will:

  1. Review the seven ARPA Expenditure Categories approved by the Treasury: Public Health; Negative Economic Impacts; Services to Disproportionately Impacted Communities; Premium Pay; Infrastructure; Revenue Replacement; Administrative.
  2. Identify a spend limit (fund ceiling) for each ARPA Expenditure Category/bucket.
  3. Direction to proceed with release of RFQ for assistance with process around not-for-profit allocation.
  4. Direction for staff to proceed with RFQ to secure an ARPA general consultant.
  5. Rank projects within ARPA Expenditure Categories to help staff to prioritize.
Recommendation as Approved

Provide direction to staff by identifying spending limits on each ARPA Expenditure Category, non-profit RFQ, ARPA General consultant, and rank projects by priority.

Fiscal Note

City of Gainesville is projected to receive approximately $32 million as part of ARPA to be fully obligated by December 31, 2024 and fully expended by December 31, 2026.
