Background

On December 6, 2021, the City Commission directed staff to release an RFQ for a consultant to manage the distribution of $7 million in ARPA funds to local nonprofit entities. The solicitation closed December 21, 2021. At its January 6, 2022 meeting, the Commission awarded the contract to the Community Foundation of North Central Florida based on its local presence and relationships with area nonprofits. The Foundation kicked off the Aid to Non-Profits Program on February 23, 2022; applications closed March 17, 2022. Through this competitive process, 36 organizations were recommended for award.

Staff Recommendation as Approved

The City Commission accept the Community Foundation of North Central Florida’s recommendation of funding for the City’s ARPA Aid to Nonprofit Organizations Program totaling $6,981,322.

What Came Next

City staff and GSG met one-on-one with every awardee to walk through application, budget, ARPA reporting requirements, and the draft subrecipient agreement. Each awardee was registered in the City’s vendor management system. Monthly or quarterly compliance meetings with each nonprofit ran starting at release of funds and continued through December 31, 2026, ensuring proper compliance with U.S. Treasury guidelines under the ARPA Final Rule.
